USDA Issues Details of Dairy Aid Programs

The U.S. Department of Agriculture announced the details of additional dairy aid, including a second round of payments through the Pandemic Market Volatility Assistance Program and a new Organic Dairy Marketing Assistance Program. The update to PMVAP and the new ODMAP will enable USDA to better support small- and medium-sized dairy operations who weathered the pandemic and now face other challenges.

“The Biden-Harris administration continues to fulfill its commitments to fill gaps in pandemic dairy aid for producers. USDA is announcing a second set of payments of nearly $100 million to close-out the $350 million commitment under PMVAP through partnerships with dairy handlers and cooperatives to deliver the payments.,” said USDA Under Secretary for Marketing and Regulatory Programs Jenny Lester Moffitt. “USDA is also announcing new assistance targeted to small to medium size organic dairy farmers to help with anticipated marketing costs as they face a variety of challenges from weather to supply-chain challenges.”

Pandemic Market Volatility Assistance Program

PMVAP assists producers who received a lower value due to market abnormalities caused by the pandemic and ensuing federal policies. As a result of the production cap increase, USDA’s Agricultural Marketing Service will make PMVAP payments to eligible dairy farmers for fluid milk sales between 5 million and 9 million pounds from July through December 2020. This level of production was not eligible for payment under the first round of the PMVAP.  Payment rates will be identical to the first round of payments, 80 percent of the revenue different per month, on fluid milk sales from 5 million to 9 million pounds from July through December 2020.  USDA will again distribute monies through agreements with independent handlers and cooperatives, with reimbursement to handlers for allowed administrative costs. USDA will contact handlers with eligible producers to notify them of the opportunity to participate.

As part of the first round, PMVAP paid eligible dairy farmers on up to 5 million pounds of fluid milk sales from July through December 2020. The first round of payments distributed over $250 million in dairy aid to over 25,000 eligible farmers. These dairy farmers received the full allowable reimbursement on fluid milk sales up to 5 million pounds.

Organic Dairy Marketing Assistance Program

The new ODMAP, to be administered by USDA’s Farm Service Agency, is intended to help smaller organic dairy farms that have faced a unique set of challenges and higher costs over the past several years that have been compounded by the ongoing pandemic and drought conditions across the country. Many small organic dairy operations are now struggling to stay in business and FSA plans to provide payments to cover a portion of their estimated marketing costs for 2023. Final spending will depend on enrollment and each producers projected production, but ODMAP has been allocated up to $100 million.

The assistance provided by ODMAP will be provided through unused Commodity Credit Corporation funds remaining from earlier pandemic assistance programs. The assistance will help eligible organic dairy producers with up to 75 percent of their future projected marketing costs in 2023, based on national estimates of marketing costs. This assistance will be provided through a streamlined application process based on a national per hundredweight payment. The payments will be capped at the first five million pounds of anticipated production, in alignment with preexisting dairy programs that target assistance to those smaller dairies that are most vulnerable to marketing challenges. This program is still in development.

Details about the Organic Dairy Marketing Assistance Program will be available and updated at www.farmers.gov as more details are released in a Notice of Funds Availability later this year.

Vollrath Sales VP Park Retires, Kelm Steps in to Fill Role

In his position, Kelm will provide continuity in leadership for the North American sales organization and manage the distribution strategy. He is responsible for directing, planning and developing sales activities and establishing policies and objectives of the sales function to support the strategic objectives of the organization.

Kelm comes to Vollrath after over 15 years at Johnson Controls, where he held various positions of increasing responsibility in finance, corporate strategy, commercial operations and sales management. Most recently, Kelm was the executive director of channel strategy and commercial operations for global products business. He has a bachelor’s degree in marketing and information technology from Northern Michigan University and an MBA from the University of Wisconsin, Milwaukee.

Southern Glazer’s Rewards VolunCheer of the Year, Charities

Southern Glazer’s Wine & Spirits has announced the recipient of its 2022 VolunCheer of the Year Award, Lisa Flowers-Espinosa, customer service manager from Southern Glazer’s in Phoenix. VolunCheers is Southern Glazer’s grassroots employee volunteering and giving program that empowers team members to engage with charities in their local communities. These efforts are managed through the company’s enterprise-wide digital portal, VolunCheers Online, where employees can connect with each other, organize and promote volunteering and giving activities.

For the annual VolunCheer of the Year program, employees voted from among a group of 2022 VolunCheer of the Month winners to determine who would be selected to receive a prize of $5,000 donated to the winner’s charity of choice.

Flowers-Espinosa received special VolunCheer recognition for her efforts in hosting a donation drive for Youth On Their Own (YOTO), a charity that supports local youth with food, school supplies, toiletries, and academic support. In 2022, Flowers-Espinosa successfully spearheaded a donation drive benefiting YOTO by working with a local team of employee volunteers to collect donations to support the youth in her community facing homelessness. The charity was positively overwhelmed by the overflow of donations and commented, “This was the most donations we have ever received at one time!”

In recognition of her award, Flowers-Espinosa selected the Navajo Relief Fund and Boys & Girls Club of the (east) Valley to be the recipients of Southern Glazer’s $5,000 donation, with each charity receiving $2,500 on her behalf.

“The two charities that I have selected play a huge role in everything that I stand for, particularly a better future for youth and their families,” said Flowers-Espinosa. “The Boys and Girls Club serves over 13,000 young people in grades K-12 right in the center of my hometown. As a latch-key kid myself, I understand fully the need for after-school and summer programs for our children, especially youth at risk. Also, a large part of the Arizona population is Native Americans. The Navajo Relief Fund serves the largest Indian reservation in the United States, spanning over 16 million acres in Arizona, New Mexico, and Southern Utah. In the face of extreme poverty and adversity, it just felt right to help the families of Diné Nation (our Native Navajos).”

Southern Glazer’s also rounded out 2022 with its annual Holiday Giving Campaign, during which the company pledged to donate $25 for every volunteer hour logged by employees on VolunCheers Online throughout November and December. The beneficiaries of the campaign are the United States Bartenders’ Guild (USBG)Arbor Day FoundationDress for Success, and Feeding America, with 10 percent of total donations benefiting Southern Glazer’s Canada’s charity of choice, Sickkids.

Southern Glazer’s employees more than doubled last year’s results by logging 2,881 volunteer hours in support of diverse causes on VolunCheers Online, resulting in a total donation of $72,025 to support the five selected charities above. As a result of employees’ commitment to giving back, the USBGArbor Day FoundationDress for Success, and Feeding America will each receive a $16,205.62 donation and Sickkids will receive a $7,205.50 donation, to help further their meaningful work on behalf of Southern Glazer’s.
